FUNDAMENTAL ACHIEVEMENTS AS GOVERNOR OF ANAMBRA STATE (PARTIAL LISTING)
1. Anambra was the first State to commence Sub-Sovereign Wealth savings, the first of its kind in Sub-Saharan Africa. At a time many other Governors were leaving huge debts, I left the equivalent of $500 million Dollars in investment as well as local and foreign currency, including $156 million in Dollar-denominated bonds. 2. For the first time in the history of Anambra State, Ambassadors and High Commissioners of notable countries such as United States, Britain, Russia, European Union, South Africa, Belgium, Israel, the Netherlands, Canada, among others, visited the State. Before my tenure, Anambra was practically a pariah state blacklisted by the Diplomatic Corps and international development partners. Go & Verify
3. Development partners such as UNDP, UNICEF, the World Bank, DFID, the European Union etc., which hitherto were not in Anambra State started working with the State. Anambra was consistently adjudged one of the best states in development partnership and commitment to reforms for good governance. Go & Verify
4. He was recognised as Best Governor by the Millennium Development Goals Office (OSSAP-MDGs) and the UNDP in the implementation of their programmes in Nigeria. Go & Verify
5. The Nigerian Debt Management Office (DMO) rated Anambra as the least indebted state in Nigeria. In spite of visible and measurable achievements recorded in various sectors, the State under him did not borrow or raise bonds for her various projects. Go & Verify
6. The Senate of the Federal Republic of Nigeria rated Anambra State as the most financially stable state in the country. Go & Verify
7. The State’s ground-breaking return of schools to their original owners – Voluntary Agencies (Churches) on 1st January 2009, and subsequent partnership with the Agencies in Education, saw the State move from 24th position out of 36 States to Number One in National Examination Council (NECO) and West African Examination Council (WAEC) examinations for three consecutive years. This made the World Bank to commission a study, led by the renowned Prof. Paul Collier of Oxford University, on this revolutionary partnership and phenomenal achievement. Go & Verify
8. The State also entered into strategic partnership with the Churches in the Health sector. This symbiotic relationship resulted in a tremendous boost to health care because of the services offered by health institutions owned by Voluntary Agencies, while the State restored grants to the agencies and made available to them more than 50 million Dollars in various types of support. 10. Through partnership with the Church in the Health sector, his Government funded the transformation of -:

b: Our Lady of Lourdes Hospital, Ihiala; Go & Verify
c: St Charles Borromeo Hospital, Onitsha; Go & Verify
d: Holy Rosary Hospital, Waterside, Onitsha; and Go & Verify
e: St. Joseph Hospital, Adazi-Nnukwu.
His Government also built the Joseph Nwilo Heart Centre in St. Joseph, Adazi-Nnukwu, where heart operations are now being performed. Go & Verify
11. His Government won the Bill and Melinda Gates Foundation (1 Million dollars) as the best-performing state in immunisation in the South-East. With complementary funding from our Government, they used the money to build 10 Maternal and Child Care Centres across the State, particularly in rural communities, in partnership with the Churches. 12. The State was the first to procure and distribute more than 30,000 computers to secondary schools, including 22,500 from HP. The Managing Director for Personal Systems Group HP Inc, Mr. FabriceCampoy described the deployment as the biggest of such projects in the Middle-East and Africa. Go & Verify
13. Anambra State Government provided Microsoft Academies to more than 500 secondary schools, which the Head of Microsoft in Nigeria (Mr. Ken Span) described as the biggest such deployment in Africa so far. Go & Verify
14. The State provided Internet access to more than 500 secondary schools, which the CEO of Galaxy Backbone (Mr. Gerald Ilukwe) characterized as incomparable to any in the country. Go & Verify
15. More than 700 buses were provided to secondary schools in the State by our Government. Go & Verify
16. Boreholes were provided in schools all over the State. Go & Verify
17. Numerous classrooms were built in all the 177 communities of the State. Go & Verify
18 As part of the efforts to turn around the economy of the State, a number of companies were attracted to build their facilities in the Anambra State. A case in point is SABMiller, the 2nd largest brewery in the world, which built their first Green Field facility in the State, which is today one of the most successful facilities they operate globally. 19. A number of other companies followed the SABMiller initiative and were all supported and encouraged under our Government; a good example is INNOSON Motor Manufacturing Company, from which our government bought more than 1,000 vehicles. Go & Verify
20. Anambra State for the first time started close collaboration with recognized government security agencies (the Police, Army, Navy, Department of State Security, Civil Defence, among others), offering them various types of support including provision of more than 500 security vehicles. The improvement in security was phenomenal, such that the former IG of Police (Abubakar Mohammed) lauded Anambra State for not witnessing any bank robbery in my last three years in office. 21. To further enhance security, Anambra State provided at least one security vehicle to each of all the 177 communities in the State as well as various organizations such as markets and Churches. Go & Verify
22. His Administration conceived and built, from scratch, the first state-owned Teaching Hospital, Chukwuemeka Odumegwu-Ojukwu teaching Hospital, Awka. Go & Verify
23. His Government commenced the planned development of the Igbariam Campus of the ChukwuemekaOdumegwu-Ojukwu University, including the fencing, construction of internal roads, electrification, construction of the Faculty of Law, Auditorium, Administrative Block, Faculty of Agriculture, Management Building, among others). 24. His Government attracted the World Bank support on erosion – National Erosion and Watershed Management Project (NEWMAP) – to Anambra State. Go & Verify
25. His Government was the first to do Poverty Mapping in Nigeria, as a guide for the effective implementation of our poverty-alleviation strategies. Go & Verify
26 His Government, for the first time, undertook the aerial mapping of Awka as well as the production of Structure Plans for Awka Capital Territory, Onitsha and Nnewi. Go & Verify
27. During his tenure and with his Government’s support, Anambra State became an oil producing State. Go & Verify
28. He built the first Secretariat Complex to house State Government Ministries that were hitherto scattered around the State. Go & Verify

30. By the end of his tenure in 2014, more than twelve (12) health institutions, including two hospitals, had secured accreditation; when we took off in 2006, no health institution in Anambra State was duly accredited. Go & Verify

Out of that figure, Engr David Umahi got 38 votes; Dr Ogbonnaya Onu got 1 vote making it 39. Imo had over 100 delegates. Rochas Okorocha got zero. Emeka Nwajiuba got only 1 vote. Where did Imo votes go? They simply voted for Tinubu of the Yoruba extraction. Anambra State had about 100 delegates, Ikeobasi Mokelu from Anambra got zero vote. Where did Anambra votes go? Simply they went to Tinubu and Amaechi. They didn’t vote for a South Eastern aspirant. Abia had about 100 delegates. They didn’t vote for a South Eastern aspirant. They voted for Sen. Dr Ahmed Lawan of the North East. Enugu had about 50 delegates. They didn’t vote for a South Eastern aspirant. They possibly shared their votes to Tinubu and Amaechi.
Tomorrow, South East will be chanting the song of marginalisation when it’s clear that apart from Ebonyi State, other South East States are a sellout in the struggle to have South Eastern persons grabbing presidential tickets of major political parties in Nigeria. This they replicated in the presidential primary of the PDP. Only Ebonyi State delegates delivered a South Easterner — Sen. Anyim Pius Anyim 100 percent. Anambra, Enugu, Abia and Imo States sold theirs. It’s important that people of the South East who aren’t into politics note this. When we talk about the state that has interest of the Igbo at heart politically, only Ebonyi State comes to mind.
With this kind of mentality by the other four South East States, the Igbo man doesn’t stand a chance into the Aso Rock apart from a situation of the Yar’dua and Goodluck Jonathan repeats. In the Enugu-Onitsha expressway construction project linking the West African states, Ebonyi State constructed its own portion. Enugu and Anambra States did away with theirs. Today, these sections are almost in a state of impassability. I hope Igbo people are taking record of this so that by tomorrow, whoever is complaining should know the quarters to take their complaints to.
Igbos are the ones marginalising themselves and when the judgement comes to fore, Ebonyi State should be excluded from the statistics of the South East States that are mercantile in politics and anti Igbo political movement and philosophy. Congratulations to Ndi Ebonyi for the exemplary outings they have undertaken so far.

Assessing governor Okowa amidst raging debate on the likely running mate to PDP presidential flag bearer Atiku Abubarkar, Prince Nwoko said the Delta governor has all the qualifications to serve as Vice President.
In a statement in Abuja, Nwoko former member of the House of Representatives noted that Okowa possessed sound education, good breeding, and leadership mastery that appealed to moral authority and an impeccable sense of obligation.
Nwoko said Okowa is blessed with a marvelous track record that set him apart in Nigeria’s polity, serving as local government chairman, commissioner, secretary to state government, Senator, and governor.
He stated that only a man of epic destiny could have gained such glory in the service of his fatherland.
The PDP senatorial candidate said Okowa stands as a political figure of national reckoning, respected across tribal and religious boundaries, with bipartisan associates all over the nation.
Drawing from precedence, Prince Nwoko said Professor Yemi Osibanjo rose to become Vice President after he served as a city commissioner in Lagos state while Dr. Goodluck Jonathan emerged from the local politics of Bayelsa to rule at the centre as Vice President and President of Nigeria. He emphasized that Okowa had been a central character in Nigerian politics, with long-standing national visibility.
According to Nwoko:
“Okowa as senator initiated a national health policy that became a model in the 36 states of the federation. He has consistently served as an inspiration and stabilizing force in PDP, the largest political party in Africa while on the saddle as governor.
“At critical periods in the life of the party, he has been called up to steer the ship of PDP to safety. Okowa was the chairman of the previous PDP convention that saw the emergence of Atiku Abubarkar as a presidential candidate. That convention was the toughest for the party in recent history. It took place when the nation was under political tension, which characterized the 2019 transition. Yet he successfully handled the national assignment, bringing unity and political stability to the party and the nation.
“Back home, Okowa is a source of pride to the people of Delta State and the South-South zone. He is loved and respected as a sincere leader. I can vouch for his integrity and self-discipline. He is a symbol of good governance in Delta, self-evident in human capital development, and provision of social infrastructure across towns and villages.

The former Deputy Senate President, Senator Ike Ekweremadu has finally and formally withdrawn from the Governorship election in Enugu State, putting to rest, speculations that he was dumping the People’s Democratic Party, PDP, a party he is one of the foundation members.
Senator Ekweremadu make this known this afternoon after a series of consultations that had been ongoing since the emergence of Barrister Peter Mbah who was known to have been imposed on the PDP delegates in Enugu by the Governor, Ifeanyi Ugwuanyi.
In the statement of withdrawal by the Former Deputy Senate President, Ike Ekweremadu, and made available to us, titled, TIME TO UNITE Ndi Enugu, Ekweremadu wrote: “In the last two years, we set out to run for the governorship of Enugu State. Our mission was to change the narrative in the governance of our state and possibly inspire other states in the delivery of impressive governance. Our hope was that this would lead to a total recalibration of governance in Nigeria with Enugu State as a starting point and model.
Within the period, we set up a platform with a grassroots base. We named it Oganiru Ndi Enugu. It was duly registered. We received 77 support groups, which showed uncommon support for our mission.
To show our seriousness, we developed and presented our manifesto entitled “My Agenda for Enugu State: A Pathway to a New Enugu State”
We were prepared to deliver good governance that would see to the prompt payment of salaries and retirement benefits to our senior citizens. We pledged to build not just roads, but also super highways that would connect our borders with other states and a ring road that would connect our local government areas.
We were set to deliver water and electricity to our cities and communities as well as impeccable environmental cleanliness.
We said that we would change the face of tourism with an annual festival that would attract the world as well as institutions and facilities that would host conferences and events.
We promised new Special Cities that would deliver modern agriculture, healthcare, entertainment, ICT, automobile, and sports.
We were determined to provide jobs to our people to keep them from the temptation to commit crimes and enhance their well-being as well as secure their future and the future of their children. Our solution was to build at least two industries in each of our local governments in four years. Our economy would have changed forever.
We had plans to secure our state using digital technology and a well-equipped Security and Public Safety Coordination Centre with adequate manpower. We committed to setting up an efficient state-funded security outfit and an Enugu State Identity Database to help fight crime.
We were ready to deliver world-class education to our people. We promised to run 24-hour governance that would enhance service delivery. We were prepared to make the Enugu people proud again.
Unfortunately, as we were doing these, some of our compatriots were busy conspiring and planting landmines to frustrate our rescue and transformation mission. We have witnessed betrayals and a high level of ingratitude on this journey. Yet we remained focused.
I think we have fought a good fight to redefine governance in our dear state. It is time to review this journey and take a well-considered decision for the unity of our state. We have succeeded in opening the political space for greater participation. We have raised the consciousness of our people and opened their eyes to positive possibilities. Although these possibilities are today dimmed by fraudulent political practices, the light will never go out and we hope to rekindle the light by mentoring our youth in good governance, responsible political participation, and the finest practice of democracy.
My dear friends, associates, and well-wishers, I know you have been waiting to hear from me. You have expressed to me individually and collectively your readiness to take a long journey with me to actualize our vision on whatever platform. I have deeply reflected on it all with a good sense of history, including my political history, and the need for the unity and peace of our state. No sacrifice will be too much. Therefore, I have come to a decision. Please, bear with me if my decision does not meet your expectations. I call for your understanding.
May I respectfully express my deep gratitude to our formidable campaign team, the Ikeoha Campaign Organisation; our irrepressible media team; our diehard supporters; those who have encouraged us financially and logistically; our security team; the youth of Enugu State; my ever-supportive family; the Church and religious groups; the PDP executives at various levels in Enugu State, especially our wonderful statutory delegates, who unfortunately could not vote eventually; our traditional rulers; women organisations and other corporate organisations; Ndi Enugu in the diaspora; and my numerous friends, admirers, and well-wishers within and outside Nigeria; and others too numerous to mention, for standing by us all this time.
As long as I live, I promise to stand by you collectively and individually in appreciation. I am pained by the experience of our people, who were injured in the series of senseless attacks on our disciples in the course of this journey as well as many being persecuted, some of whom are still facing sham trials and some in detention for offences they did not commit. Their only offence was their support for Ike Ekweremadu.
Therefore:
1. After consulting widely with the elders of our party as well as well-meaning friends and respected elders across the country and beyond;
2. After a long and painstaking introspection on our contributions to the development of the PDP;
3. After considering the current security situation in the South East region and the need not to put anybody in harm’s way by a foreseeable combustive political environment, as my ambition is not worth the life of any Enugu son or daughter;
4. After considering that the things that hold us together as Ndi Enugu will ultimately outlive the treacheries of the moment;
5. After receiving assurances from the gubernatorial candidate of our party, Barr. Peter Mba, that he would integrate our “Pathway to a New Enugu State” in his programme and his assurances of the participation of everybody in his campaign team and government;
I, Senator Ike Ekweremadu, hereby formally withdraw from the 2023 gubernatorial contest in Enugu State. I congratulate Barr. Peter Mbah and wish him success.

Each state in Nigeria is sub-divided into Local Government Areas (LGAs). There are a total of 774 local government areas in Nigeria.
State Creation in Nigeria
At independence on October 1, 1960, Nigeria has three (3) regions:
1) Northern Region
2) Western Region
3) Eastern Region
In 1963, a new region, the Mid-Western Region, was created from the Western Region.
Then four years later in 1967, the regions were replaced by 12 states by military decree by the then Head of State General Yakubu Gowon, namely;
In 1976, seven new states were created by military decree by the then Head of State General Murtala Mohammed bringing in the total to 19 states, including the Federal Capital Territory Abuja.

Abuja was carved from parts of Kwara, Niger, Kaduna, and Plateau States with the bulk of the landmass carved out of Niger State
In 1987, the then military President General Ibrahim Babangida created two new states were created – Akwa Ibom State from Cross River State and Kastina State from Kaduna State, bringing the number to 21 States.
Four years later (1991), General Babangida created an additional nine (9) states bringing the total to 30 States. Finally in 1996, the then military Head of State General Ibrahim Abacha created six (six more states, bringing the total to 36 states, which remains till present date.

The presidential candidate of the Peoples Democratic Party (PDP) for next year’s election, Atiku Abubakar, is considering choosing one of two South-South governors – Ifeanyi Okowa of Delta State and Udom Emmanuel of Akwa Ibom State – as his running mate.
Party sources said Atiku began consultation with the leadership of the party shortly after he won the primary of the party held in Abuja Saturday night.
Atiku, in his previous outing as the candidate of the party at the 2019 election, picked former Anambra State governor, Peter Obi, as his running mate.
At the time, Mr. Obi’s choice annoyed many party leaders, especially those from the South-East, who complained that he was a new entrant to the party and was neither familiar with leaders of the party in the region nor enjoyed their trust.
Mr. Obi served two terms as governor on the platform of the All Progressives Grand Alliance (APGA). He retrieved his first electoral victory in court from the PDP, whose candidate, Chris Ngige, the Independent National Electoral Commission (INEC) declared the winner of the 2003 governorship election in Anambra.
To avoid ruffling feathers again with his vice presidential pick, party sources said Mr. Abubakar is working closely with Iyorchia Ayu, a long-time ally, and other top leaders of the party on the nomination of his running mate.
According to our sources, the discussions so far have focused on Mr. Okowa and Mr. Emmanuel, but the Delta governor is said to be the favourite.
Delta State delegates to the PDP National Convention on Saturday voted for Atiku, ignoring the two aspirants from their region, Rivers State Governor Wike and Mr. Emmanuel.
This choice was despite Mr. Okowa hosting a meeting of southern governors in May 2021 in Asaba at which they demanded in a 12-point resolution that the two major parties pick their presidential aspirants from the south of Nigeria.
Although other key PDP leaders like former governor James Ibori were also believed to have determined the voting pattern of Delta State delegates, the party is giving the credit for the delegates backing Atiku to the governor who they said has been strategic in his management of the party in the state.
Another factor said to favour Mr. Okowa in the consideration is his close linguistic and cultural affinity with the South-East, as the Igbo language is spoken in the governor’s senatorial district in Delta State.
Atiku courted Igbo affection in the last election but will be overlooking the area in his choice of running mate this time due to a number of reasons, party sources said.
The immediate reason is that the two governors of the party from the zone – Okezie Ikpeazu of Abia and Ifeanyi Ugwuanyi of Enugu – led their delegates to vote for Mr. Wike at the convention. Atiku was however able to pick votes from Imo and Anambra delegates. Ebonyi State’s delegates voted for former President of the Senate, Anyim Pius Anyim.
Party leaders are also said to be concerned about the threat of the socio-political association, Ohanaeze Ndigbo, to disown any governor or politician who accepts nomination as a running mate for next year’s presidential poll.
Ohanaeze and other southern socio-political groups, such as Afenifere of the South-West and PANDEF of the South-South, have been vociferous in demanding that presidential power shift to the South after eight years of the Muhammadu Buhari presidency.
Mr. Emmanuel, who was a candidate in the PDP presidential primary like Atiku and won the votes of the 31 delegates from his state and those of seven others from Benue, is said to be in contention for the nomination because the candidate and party leaders see him and Mr. Okowa as possessing the characters of their ideal vice president. Although Mr. Udom’s refusal to step down for a more viable candidate even when he knew he had less than 50 delegates in his bag may count against him.
However, party leaders believe the two governors would be loyal to their principal, while also having the capacity to perform the constitutional and other roles that may be assigned to them.
Atiku has a few more days to consider his options before he and other parties submit lists of their candidates to INEC from June 9.
“But these are current permutations and we cannot say for sure who will make it into the ticket until the candidate makes up his mind and we forward his name to INEC,” a party leader said.

The man Ifeanyi Okowa
Mr Okowa, 62, is a medical doctor born in Owa-Alero in Ika North-East Local Government Area of Delta State. He was the chairman of the local government council from1991–to 1993 and joined the PDP upon its formation in 1998.
He served as a commissioner in many ministries under the government of Mr. Ibori between 1999 and 2007 when he resigned to contest for the PDP governorship ticket 2007 but lost. In June 2007, Mr. Okowa was appointed Secretary to the Delta State Government, a position he held until his election as senator for Delta North district in 2011.
He was elected governor in 2015 and reelected in 2019.

Udom Emmanuel
Mr. Emmanuel, 55, is a chartered accountant and former bank executive, was born in Awa Iman in Onna Local Government Area of Akwa Ibom State. He was an executive director in Zenith Bank before he joined politics.
He was appointed by then-Governor Godswill Akpabio as the Secretary to the State Government in 2013 and was elected governor of the state in 2015.
Mr. Emmanuel was reelected four years later in 2019 and will complete his second term next year.

Before his appointment in 2006, he pioneered the establishment of Zenith Investment Banking and Capital Markets Group.
Following the introduction of Universal Banking in Nigeria, he had incubated and led a family of adjacent businesses within the Zenith Bank Group, including Zenith Securities Limited, Zenith Pension Custodian Limited, Zenith Registrars Limited, Zenith Trust Company Limited and Zenith Mortgages Limited. He headed a team that worked with USAID to introduce mortgage finance to small and medium-income household in Nigeria.
